Man, having a kid working on a parasail boat who cannot swim well is a huge no-no. Not to mention any commercial vessel should have had a throwable within reach incase of a man overboard especially when towing a parasail.
I have made 5 rescues on the water, 3 this year alone when I found an overturned john-boat with 3 people clinging to the bottom in 4-6 foot seas. I along with my crew was trained, and I had the proper equipment onboard, no commercial operator should ever be at risk for fatalities such as this, its absolutely terrible.
