I found that the old shaft packing stuff, jute fiber and wax or something is not very good.
Switch to teflon string available from most plumbing supply houses. It is used to pack pump shaft seals and large valve stems. Try Johnstone Supply, or Ferguson supply. It comes in different diameters, 1/8, 3/16, etc. Just wrap it around the shaft and force it into the packing gland and put the nut on to compress it. It does not need to drip water to keep it from friction burning the propeller shaft like the old style stuff does.
