How to mirror polish a Merc 6 bottom and last?

Saw an MTI with a lower so shiny it looked like a mirror, what is the best way to perform this, can you put something on it to keep it that way, and what will it do to top end speed?

The metal will be bare so you will need to polish it all the time to keep it shiny.
Race boats keep the lower rough

Polished is slower
