P4 and P5

What are the main differences and is it different between organizations? And yes I did search but can't find anything that answers.

SBI
P4..top speed 82mph (P4-#)
P5..top speed 72 mph (P5-#)

OPA/POPRA
CLASS 4...top speed 85mph (numbers 400-499)
CLASS 5...top speed 75mph/30ft maximum (numbers 500-599)
CLASS 6...top speed 70mph/26ft maximum(numbers 600-699)
