Why would anyone in any part of sevice empty your powersteering res.? Since when do you change powersteering fluid? Maybe you have leak that just happened to have the same timing as the service.

Has anybody ever had their power steering res. fluid changed?????

So what happened exactly, only one drive turned when you turned the wheel? Im confused i guess..
I'd guess that the engine torque caused the drives to turn sisnce there was no hydraulic pressure in the steering system. Drive torque used be a big problem with outdrives and outboards. You couldn't take your hands off the wheel with it turning.

even if you do your own work it's best to give it the once over. I can't remember the last time I never forgot something.

I thought the same thing however, the bilge is clean and there was absolutely no sign of a leak on the outside of the boat (in the water or on the transom of the boat). It could be that he didn't service this at all and just overlooked topping off the resevoir - I will post when I get an answer.
