ThunderBoat Row, T.V. series

Does anyone rember a T.V. series that never made it called Thunderboat Row. It had one pilot show on NBC in the late 80,s or early 90,s. I was about a man like Don Arronow who built boats for a special police force to catch drug runners. The show had alot of cool boats in it, like Scarabs, Cigarettes, and a very fast cat called the Salamader, if anyone has a copy or rembers this show please let me know.
