From what I've seen if you are going with a single engine I'd stick with Pantera. the 28 Apache and also these boats where under the Cherokee brand really need twins to get moving. The Apache and Powerplay seem bigger than the Pantera. A 28 single engine Pantera is one mean boat!

Pantera has a good bottom but no freeboard. Even with the dropped wells in the front it's still a shorty.

Pantera would probably do better to redesign the deck and add some cockpit depth or redesign the dash and go with a sitdown reconfiguration. The boat is a full 28 feet and handles the rough as good as any 28 can.

I think the hull is great but after so many years, like cigarette it's time to improve the interior. Rigging for the most part is quality.

The two boats you used as a thread starter are both incredible 28's, as are the 28 PowerPlay and Saber. There is one other true 28 I'd add into your search. I was a proud owner of one for a few years until job loss forced its sale, and that's the Active Thunder 28 Savage.
As far as handling overnighting, it has a much bigger cabin than the others, as well as a freeboard that makes you feel 'in' the boat, not out of it. Rough-water capabilities and build quality are on-par with those others as well- I ran mine in 3 of othe 5 Great Lakes as well as the Atlantic, it's original owner ran it at LOTO, and it now resides in CA running the Pacific.
All of these are probably the best later-model true offshore 28's (let's not forget the Cig if you're thinking old-school), and I would take any of these boats in a hearbeat, but if cabin, freeboard, and overnighting were a big concern, I'd go back to the AT. There was a 28 Apache sitting right next to the AT when I bought it from Pat, and the cabin and freeboard are what won me over.
