I have tried cleaner wax, rbbing compound, and super duty ruby compound and nothing has done what I need so I need proffesional help(that sounds great I hope sloman doesn't see that)...Thanks guys

Try some 2K grit first then drop down to 1500 if needed. There's a wetsanding thread in paint/fiberglass section.

By chance do you know what caused the scratches?

Yeah it was the pvc poles on my boat lift that guide that boat in, they were to short. They did not sit above the rubrail so everytime I pulled in the rubbed the side of the boat..Getting longer ones this year...

Thats kinda what it looked like to me. What you may try is something that will work on the material that rubbed off on the boat. Maybe you can try PVC pipe cleaner or 3M Adhesive remover from NAPA. There is a product called Plexus for cleaning Plastic, I'm just not sure how effective it would be to Remove the markings. Just make sure to try a tiny spot first!!
Good Luck
