Mule headed, what a bunch of phucking morons. there was a guy in the smaller boat driving on top hes a moron for not steering to starboard even though it looked like he had the right of way BUT WHEN SEE ANOTHER BOAT HEADING IN TO A CRASH COARSE WITH YOU PHUCKEN MOVE. I hope the insurance co, stops coving them after this video. they were both going slow TOO! Its as bad as the coast gard hit that small boat on a great lake,me I ALWAYS GO SLOW when theres a lot of traffic around me I have seen a lot of chit in 35yrs of driving boats. art

That is correct.
If you are in a meeting situation, no matter the angle, the stand on vessel is the vessel to your starboard side. In open water vessels of the same type no matter what size shall obey the meeting and passing Rules of the Road set by the USCG.
There is a pecking order but I am not going to get into that...it is abbreviated ONRFSPS. Each letter stands for a different type of vessel.
