It was started because the Government funded beach replenishment along the NJ coast line, which included the beachfronts of all the homes nearby and all the beach clubs who otherwise couldn't afford or refused to do it on their own.
With that being said, the public felt they should have rights to the "dry sand" because the government paid to have it put there and not the private beach clubs and/or home owners.

we have been dealing with this for a few years now.
most people do not know about the law.
we have to give them access to the marina, but they can not walk up and down the docks.
of course on a busy weekend it is hard to know who beongs on the docks and who does not.

It's really a silly rule....and now it's come to the forefront. I'm glad I'm not a marina owner. If some guy crabbing/fishing off the bulkhead takes may parking spot I'll be pissed!

"This bill recognizes that marinas, including yacht clubs and boatyards, in New Jersey come in many shapes and sizes, and therefore each marina must be permitted to establish a public access plan that addresses its operation, size, and geographic location, and the safety of the public at all times. It is the sponsor’s intent that the term “marina” also encompasses yacht clubs and boatyards."

I read the names of those elected who are sponsoring this bill; I have never heard of them (I guess they are from north Jersey?) Get a-hold of their collective asses and ask them if they have thought this bill/law through.
