I filled out the explanation part on the back of the request letter and sent it back. I paid part cash for the car so getting proof is more of a pain in the azz. If they want more proof, they can send me another letter requesting more proof and then I will give it to them.
As for the purchase, he just signed the title over to me, no bill of sale.

I think they are fishing, some people would just write them a check. Just over 2 years ago N.J. claimed I never filed a 2000 tax return and included a bill for what they thought I owed. I found the return and not only did I file but I sent them a copy of their own REFUND CHECK. wtf, Never heard anything again. Doug

In vermont you have to be within a certain percentage of the NADA estimate.

If your not and want a credit you need an evaluation by a licensed dealer explaining why the car is different from NADA.

In Oklahoma, if the sale price is not within "x" percent of their value, you have to pay tax on the value they deem necessary. They don't give you a chance to walk out the door without paying more tax here.

I can see how they're afraid of beating the system but if Uncle bundy who is 90 years old and about to croak sold me his boat for pennies on the dollar and gooberment told me i had to pay taxes on retail value I would be pissed!

Nice thing about Nevada besides no state or local income taxes ... no sales tax on used vehicles purchased from a private owner!

I would agree! I bought a beater F150 from a company I worked for. It was a survey truck and was pretty thrashed. I paid $1200.00 for it. I had a notarized bill of sale and everything. I had to pay tax on $5500.00. that was what they deemed the average value to be. That spurred a call to my state rep, who did absolutely nothing. Wow, bug surprise there!

Florida titles have a place on the back for the seller to fill out, sign and have notorized. If that is not complete they tax you based on book value. For a vessel, they tax you only on the value of the vessel. If you have outboards they value boat and motor seperately. My last purchase was a very inexpensive vessel and a fairly expensive motor.
