Default New boating law in CT???

I just heard that as of Oct 1st all people in any watercraft including non powered have to wear a life vest period?
Is this true?
Was told everybody in the craft no ands ifs or butts

I think that it is just for children under the age of 13 or something like that.

this bill just brought Connectitcut up to date with fed laws
