Looks like a pilot boat moving lines from boat to boat so they can tie up, they have huge bumpers out and the water is flat. Whats not safe?

ship on the right in the pic is "shooting" the rib with water. i wouldn't think that would be what one would do if they were exchanging lines to tie up
