Century Cruiser question

My buddy just got a 1991 27ft Century Cruiser. It has two fuel tanks. There are fuel lines coming from each tank and they meet at a single fuel filter. He is only burning fuel from one of the tanks. We can't find a transfer switch or tank switch anywhere. Any idea how this system works?
