What causes Mercury drives paint to bubble

What causes the paint to bubble and flake off like this ?
Ive seen a lot of Mercury black drives doing this. What ya think?

For instance,This was a new boat at Emerald beach poker run 8-08.

how does the aluminum corrode under the paint then flake off.I have some on my drive caps that are fresh water and never stays in the water over night.104 hours.

I am going to guess electrolosis (sp) and such for the most part. What you are looking at there is powder coat pealing off.

Good question Rob. My Speedies have done the same thing despite all freshwater and on the Hydro-Hoist when I'm not running it. It seems like the oxidation occurs under the paint and just pops the paint off. But that's just a guess on my part.

I have that happening on a powdered coated step pad from eddie marine. Almost never been wet. Bubbles under the paint. I think the paint gets scratched at the bolt hole, the bolt is stainless and the whole dissimilar metals corrosion thing starts.
