What I would like to know is how does this affect the individuals saying things like it is stupid or (more money than brains). Are they in the boat next to them are they on the boat or for that matter in key west at all.

I don't understand was there a law broken? In Illinois it is legal to ride a motorcycle without a helmet. Probably not a good idea because of all the idiots on the road but that is an opinion.

It did not seem at any point that the driver did not have complete control of the boat the passengers who where all adults did not seem concerned. Everyone on there seemed capable of making the decision to wear life jackets.

So the question I ask is how does this affect anyone accept who is on the video.
