Why? Whats the differance between running in salt water, and driving on salted roads in the winter?

In the pic, the brake system, (rotors, drums, calipers, lines, etc) looks SUBMERGED in the (salt?) water, which would allow total saturation with saltwater. Unlike, salted roads, where the salt/stone/slush is drivin through and thrown on the undercarriage, but it's not submersed.

Here is the caption that was with the photo.

Truck drives trhough icy flood

A tractor-trailer cuts a wake through floodwater and ice slabs on Interstate 29 north of Grand Folks, N.D., as a surge in the Red River moves north on March 30. Record-high floods on the river threatened North Dakota cities for days.

Then salt water damage is not an issue.
I've been to Grand Folks, N.D working on the AFB, and when the river floods, it can go forever!
