Your probably thinking of a Doweling Jig. You would need to come up with a way to attach it to the transom, maybe a suction cup?

On your drill jig, just use a couple of small wood screws in 2 of the holes to hold it in location, drill your remaining holes to size, then use them as your mounting bolts to then drill the 2 temp. screw holes to size.
I'd also seal your holes for the hoses and mounting bolts with resin to keep your transom dry. |

Anyone have anodes on their tabs? Do they need them?

FYI, 3M 4200 and 5200 are almost the same. The only difference is that 4200 has half of the adhesive strength. It will seal just as well below the water line. It will also be easier to remove the tabs, if needed.
