Question BlackHawk Shifting Question..

HELP...

A buddy of mine has a BlackHawk he is trying to mount on his boat. No its not me, mine are still in shipping. Anyway, the Bravo shifts fine, but the BlackHawk doesn't want to shift at all. Anysuggestions? He claims to have installed the drive, by the book. Any insight would be appreciated!!
