Default Open Exhaust rules for Canadian waters

My buddy went to launch his boat in Harrison Lake, BC this weekend and the cops were at the boat launch checking exhaust systems. They told him that he needs an inline muffler between the exhaust jackets and the transom. They also said that silent choice is no longer legal and that only a muffler system will pass. What a bunch of BS this is!! They then would not let him launch his boat and also said it is a $250.00 fine if they catch him on the water. I run a 22' scarab with silent choice and do not want to be spending money on that crap, especially because my boat came stock and was sold in 1994 with an open exhaust system. Am I not grandfathered in because of the way the boat was sold new? Anyone have any info about this subject?
