New models from Checkmate are out of your stated price range, but used Checkmates could be worth a look.

I'd be very careful about a "cheap smallish speed boat." I've said it before and I'll say it again, you get what you pay for. Are there cheap boats out there billing themselves as "speed boats?" You bet. Bayliner used to make a "high performance" outboard powered nightmare. Celebrity used to make something called a "Firestar" that one could only hope burned to the waterline before it literally fell apart. And I could go on and on.

If you truly want to go fast in a boat, realize that there's an entirely different construction method needed to withstand the beating the hull is going to take. Oh, and there's a totally different hull design required to both go fast and ride well. If you want to go fast safely, buy from a recognized performance boat manufacturer and be prepared to pay a little more up front. Trust me, in the end you'll be much happier. I say that from personal experience.

I recently saw a Baja 252 for 18K - 96 model I think. Something like that may be an option??? Maybe a 232 or older H2x, but not as much deadrise on the H2x so it's not the smothest ride out there.

Good Luck!
