the old 26' wellcraft novas can be had for under 10,000 all day, nice clean ones under 15,000.

mine ran 58 on top end and took rough water well.

Baja 240 Sport no brainer, had one for 18 years sold it to a friend and he still runs it. Look hard because they are out there.

Is it possible to get into something that will do 60-70mph with these restrictions, or would I be better off saving more?
I had a Velocity 23' with a 454/Bravo 1 and hydraulic system. It was a sweet boat. They should be well within your budget.
