Re-establishing original HIN instead of homemade

You find a classic but with a state-issued "homemade" HIN. Eventually you find the "secret" or backup location with the original number. Anybody jumped through the hoops necessary to re-issue the title with the original HIN? Is there one state that's easier than others to do this?

NorthCarolina is the easiest I think.

So, that begs the question: How did it become homemade?

Poor record retention over the last 40yrs. Or stolen. It's not a model that would see a huge increase in value with authentic numbers, moreso an effort to have accurate documentation going forward.
