You are looking at it wrong.
They didn't raise the price last week, they lowered the price during the winter slow season. Now that the boat buying season is gearing up, the price is back to the value.

Texas does do this if you purchase from a dealer.
You'll only pay sales tax on the money above and beyond the value of your trade in.
I haven't offered a trade in on the past 5 years of work truck purchases but I'd doubt if they've changed the sales tax laws except for perhaps raising them.
