I doubt they are giving assurances that something will function properly. More likely they will inspect to see that items are up to standards. The overall idea is to make sure raceboats are meeting minimum levels of safety.

Example: telling someone their seatbelts meet code doesn't mean they are liable if the seatbelt fails. But they can sign-off that they saw the seatbelts on-board and installed.
