It could be a refit of an old Voskhod hull. Those hydrofoils have been around quite some time.They've been a fixture on the Danube River,cruising from Vienna to the Iron Gate.I took a return trip on one from Budapest to Vienna and it was a great ride.The topped out around 75km per hour.
