Progressive quoted me 1300 a yr, doesn't seem bad but is still 4 x higher than my last boat. Does this seem reasonable for the boat?

Progressive will absolutely not insure a 110mph cat. They will not insure anything over 70mph and will not insure cats.

You will be lucky to find any insurance for it for less 4k per year.

Im not sure this is the boat for you, if your on a budget, worried about insurance costs etc... Also the engine and drive wont last forever, so be prepared to spend the money to fix it.... Those motors never last....
