I would agree. The op didnt give enough information. But if he didnt call the old owner yet and is posting on the internet on what to do, I think he is over complicating the matter.
I live in NY and titiles dont have to be notarized so if NY doesnt require it I cant imagine a lot of states do. I have had titles from NY, MI, VA, and PA none of which required it. I would call the owner say you forgot to sign it and tell him im signing it.

I would not forge it. Get the seller to sign it. On the last boat that I bought it was in husband and wife's name. Husband signed his name and also signed his wife's name. This was in AZ, when I tried to register it in my name (still in AZ) the state picked up the incorrect wifes signature and sent me a long form that the wife had to fill out and get notorized to release her share of the boat.
I didn't think anybody even looked at signatures to compare to past signatures, but apparently they do in AZ.
