The theatrical version of the movie stunk so bad I couldn't believe it. The movie was not about boating, or even about Miami Vice. It had another agenda which is why boating scenes were irrelevant to the final version.

Some of that was shot at an actual SBI race and the rest was shot later with a bunch of boats at a staged "event". They also used Bob Bull's CMS as a clone to the MOJO for the footage from the real race.
