They are "wave cutters". They ride flat and cut through the waves instead jumping over them. Lends itself to a better ride and doesn't beat you up.

This class of boat is called a VSV, short for Very Slender Vessel. The US and Britain have been built several of these for the SBS and the SEALS. They aren't all that fast, but are designed for efficiency and rough weather. Their wave piercing design reduces slamming loads on the craft and crew.
