getting back into boating?

I gather that this a go-fast powerboat site, but Id thought I would post in here anyway hoping to find some true answers from true boaters. I have a 21 rinker captiva, the last time it saw the water was in 2008. I know thats bad. Its been stored inside and has been winterized ever since, also the gas has stabelizer in it. I am concerened that I will have issues with the fuel. I was thinking of draining all what I can out of the tank before even moving it so if there is anything in there it wont get swashed around, good Idea?? Tell me some things to to look for that I should check out! I just want to get this thing back on the water and having some fun like the old times!! Please anyone that can help me with some suggestions that would be great, Thanks...

Drain gas tank, change fuel/water seperator( fill new one with fresh gas before installing), rebuild carb. Make sure pick up tube in tank is not clogged.

Thanks, The only way for me to get into the tank is if I take off the hose that goes to the tank, I will be will be working with a 2 1/2 inch hole aprox. I assume the picup tube is in the back? is having the outdrive stored in the up position a bad thing for the bellows?
