My 7 month old always wears an infant pfd, and my wife usually holds her while under way. I think it is also important to get them used to the water. We bought a little float toy for her to get into the water and swim with us (wearing her pfd)- the last thing you want them to do is panic if you would have to abandon ship and get in the water. I always drive slower with her on board.
