Power steering problem - stumped
 
I'm helping a friend fix the power steering issues on his 99 formula sunsport 330. It has 2 fuel injected 454's with volvo penta drives.

His starboard power steering pump started leaking so we pulled his pump off and swapped it with a standard series I pump (swapped pulley and reservoir) and he has no power steering now.

Both the engines have power steering pumps on them, and I'm confused because I would think one working pump would be atleast enough pressure to power his rack, but he has two. I only see 2 lines going to the steering ram, so there has got to be a block somewhere where the lines from the two pumps meet at then go to the ram.

Is a standard series I pump different that the one on that boat? The replacement is about $250 or so, but I had a few of the series I pumps sitting around and they looked identical...we even used the original pressure piston/spring/fitting as well.

any thoughts ideas on what I could check next to get this thing fixed?

when I first put full hydraulic steering on my boat, the PS fluid foamed and would no bleed out. after waiting a few hours I tried again and finally got the system to bleed. Not a dual pump system though.

I am assuming that both your motors have normal rotation.
