Looks like a good starting point! We must remember its a privilege for us to use these waterways.
We must boat responsibly, or lose that privilege!

I think this is a great commentary because the next step will be "speed limits" for safety. This will be every boat will be issued a portable GPS unit and they turn it in at the end of the run. Any boat over the limit is out.
