That looks like our old spotter we used for water skiing. Back in the 80's, we used meet at 6am to ski on Barnegat bay. Some days it was tough to get a third person to wake up on time, so out came the blow up doll. One day the same marine police officer that waved to us every morning got a little close, and wasnt happy. He pulled up along side, and was ready to read us the riot act, but he couldnt keep a straight face. So we ended up getting out of the ticket, and didnt even have to offer our spotter's "services".
