What does Spain have to do with this? It states in the article that USA, Cuba, and Spain had to approve this?

It doesn't say, I am guessing that they may be under a Spanish flag for the trip or they were using Spain as an intermediary before Cuba and USA started talking directly given that this has been in planning stage for 3 years
