Yes voltage stays constant.

I'd try and find a pump to swap in for a test. The voltage staying constant is great news. If different pump does the same thing it is a bypass issue. Might need to simplify the regulator system that returns back to the filter housing or tank

I ended up doing that today. The return line plumbs straight back to the tank and the 3rd port on the pump is capped off. Going to try to lake test tomorrow and see if it runs better with the emissions thing completely out of the loop. If not I will be trying a new fuel pump!

Make sure your tank is venting properly also
