Viewing pictures (shown on the last page of this thread), does not look like the distance you mentioned. In the interest of learning (and safety), please help in explaining the length of the each jetty.

My rule is all lights off ( except NAV lights ) when on plane. Having the cockpit lit up with bright LED lighting as was seen in photos of boat on jetty, dramatically reduces night vision. RIP

The issue is that the jetty is low in the water and you can see lights that are pretty low on the horizon right behind it. So, most people think they must have a clear path between themselves and the low lights in front of them. I have also heard that the reason for not coming up with a lighting system for a lot of the big jetties is the fact that most of them have claimed lives at one point or another and lighting them would be an admission of guilt. Then, the lawsuits would start flying.
I do think that there should be some kind of lighting system in place on the jetties. How about a strip of flashing lights that's rolls to the end like approach lights on an airport?? Something like this to the last part of the jetty....

After this accident, there might be enough resources to get something changed. Also consider that inlet was used for decades for high speed "night runs".....no GPS, no lights etc. I would chalk this up to a 24 yr old kid in a fast center console that made a bad mistake.
