Mooring cover question

Here's my story...old titaneum colored mooring cover from factory, 2002 , has had it and I want a new one in black. Boat is a Formula 370 SS and I also can't reach over the windshield very well to snap it. I got an estimate on a new one, locally made, that snaps to the top of the windshield. Also a instrument panel cover since the mooring cover will let light thru to the panel. $2436 is the estimate for both. Four vents and poles. Reinforced edges guaranteed no rip. Black snaps. Sounds pretty snappy. Is that expensive?
Part two...he says he needs it out of the water for 5 days to do it. Now my marina is very fair but has to charge me something. That's another $300. Is it routine to have to take the boat out to make a mooring cover? Is the price a rip-off? My friend got a mooring cover from another place for his Formula 310 SS and paid $850.

Not exactly the same, but I had a cockpit cover that covered the windsheild made in Evansville, Indiana (sunbrella material) for a 35' Fountain Lightning. $1100
