Been looking for manufacture, but no luck. Its pretty much same concept as SilverCat put up
Groco advertises their flush mount through hull is dripless when installed protruding out of the hull. Is this what you're looking for?

I sell and mounted the 90 degree flush fuel vents where access allows it to mount at 11 or 12 or 1 oclock positions that has seemed to help with some vented fuel spills. In the link below the 90 degree fitting

Have you looked at the Racor Lifeguard LG100?

I haven't tried it but I'm betting an inexpensive inline fuel filter will solve your problem. Vapors will pass and liquid will collect and drain back into the tank.

forgot about these in the link - the LG 50 is good and smaller to install and is for gas only. The LG 100 can be used for diesel or gas. The only problem with either is technically can not be mounted more than a 45 degree angle. Vertical mount is the best way to mount the Racor LG 50 or the LG 100. They are listed in the Parker / Racor Marine filtration systems catalog.

The attwood says it recomemnds a In-Line Surge Protector w/ the vent, that it doesent prevent nsplash backs, not my main problem too,so im betting it want prevent fuel from seaping out when over filled and gas swelling from heat making it come out.

Im thinking that when its full and the gas swells in the tank it will still push gas out the vent even w/ it being 2 feet above the gas level,or even a loop, but the fuel filter catch might work, but it might restrick flow of air when filling, or when the filter would have gas in it and keep it from breathing?

allow for a 4" (100mm) minimum anti-siphon loop above the ven

paper works asys
This fuel vent does not prevent fuel line surges. It is recommended that you install an inline Surge Protector (Attwood No. 1675) between the vent and fuel tank
