I've never seen it. I'm not using any kind of pop up blocker either.

It's an ongoing battle as Microsoft is no longer updating IE so the IT department has been battling this since the new upgrades to our platform.

I have actually requested that they just drop the guide and put it in the FAQ/control panel section. I am fighting with it as well.
