I just came upon your thread. Want to agree with the 19 pitch prop idea. My boat came to me with a 1997 350 mag and needed a 19 to get wide open rpms of 4700. I imagine your boat isn't as heavy as mine so I'd expect a healthy 350 to pull a 19 to 4800 or so.

Fix the full throttle problem before doing anything. If the carb isn't opening full you don't know where you are prop wise. Camshaft is the last thing you want to throw money at. If you know you're not getting full throttle because of the controls, why wouldn't you just fix that first?
