Fix the full throttle problem before doing anything. If the carb isn't opening full you don't know where you are prop wise. Camshaft is the last thing you want to throw money at. If you know you're not getting full throttle because of the controls, why wouldn't you just fix that first?

Thats fixed, the boat is hitting full throttle.

Question still stands, re prop or new camshaft?

Prop it and enjoy it.
Camshaft leads to exhaust, heads, compression, new ignition, blah, blah, blah... $$$, $$$, $$$
