Does a gen 4 tall deck have oil bypass spring if so where. Thanks.

it is in the adapter that the oil filter screws on.

Yup.
Here is the bolt in oil filter adapter and the reddish orange disc in this pic at the 10/11 oclock position is the filter bypass.

Those generally aren't used on boats as the remote filter housing bolts on there instead. back in my car racing days, I would knock out the disc, tap it with a 1/4" pipe tap and screw a plug in it.

^^^True, and thus the oil filters used will have bypasses in them.^^^^
