Water temperature at Traverse City is just under 60F currently. Wife swam briefly in Lake Michigan two weeks ago and it was mid 60F. Yes the air temp is in the 30to 50F range. Most fishermen now wear snowmobile type suits which could get water logged and also make re-boarding nearly impossible. The lady was lucky.

Seat belts and tethers are totally different. We don't need any laws requiring either!

Big HP boats at considerable speed that lose control, be it V that gets sideways or a cat that catches air.
A tether isn't going to do a damn thing to prevent the blunt force trauma you're going to endure and the lack of capability to swim afterwards.

Certain "lower" speed situations where you're thrown from the boat without the trauma, of course a tether is going to keep the boat from coming back on ya if you're in the water and from hitting other boats or structures.

As a marine journalist, I'm not in favor of legislating lanyards. I think it's pointless and for the most part unenforceable. But if you get tossed out of your boat and you're not wearing a lanyard and your boat motors on to kill or seriously injure someone, I have no problem with you being charged with criminal negligence and being prosecuted to the extent of the law (if such a thing is a possible—I'm not a lawyer). If you drown, I don't care. You made that choice.

Personal liberty and personal responsibility are two-way streets.

Well, in your defense the term "liberal" has changed dramatically over the years. A real/classic liberal is all about individual freedom and civil liberties.
