generally speaking if the boat is still on his lift at his property they cannot attempt to salvage it. does not matter the condition of the lift it is still where it is supposed to be. salvage usually comes into play when it is obstructing a water way, creating some type of hazard or is abandoned some where is should not be.

that is just part of the theft deterrent package. seriously tho, that has been a big complaint with the fire dept everywhere, there is no good way to put those things out when they light up which has happened far more than reported.
