Instead of cutting up the deck, which is what probably needs to happen to get the fresh water tank out, why not just cut up the fresh water tank which is just plastic then replace the bilge pump as needed. Then find a new, smaller fresh water tank and fabricate some brackets to reinstall the new tank in the same general area. Good luck.

Been tracing why fresh wayer pump for sink is not working
