Speed zones failed in study By R.H. Harrington, St. James City, Fla. There is no scientific evidence at all to prove that slow boat -- speed zones are effective in lowering manatee mortality rates. But there is evidence to the contrary in the form of a study done by the Bureau of Protected Species Management in Brevard County in the mid-1990s. This study concluded that not only were speed zones ineffective, but in some cases they increased mortality rates. The study was kept in draft form and was not published.
