A blow bote while under power is a powerboat. Although the cheap bastards will deny it they usually motor or just bob in front of you without really knowing the USCG regs.

From the standpoint of saving lives, the exemption for boats over 12 feet with less than 10 hp is the most concerning issue I see. How many deaths are caused by non-swimmers falling out of these things? Hint: A lot, perhaps the majority. Seems like that's the crowd that needs to take the safety course the most...

As far as the saleboters go, the point about the auxilary engine is valid. How many of these things DON'T have an engine? Not many, and the little dinghy-sailers, wind-surfers, Sunfish, etc. that don't have engines usually run in organized events, not on their own. Maybe the law's not so bad, but it could use some clarification.
