they also are used to keep the motors from flying up when you leave the water and re enter the force will kick the out boards up it acts like it has hit a sold object

That looks like a Fairlee Creek pic .
Yup just used to keep tension on the outboards and down correct you will have full trim. Recommend all fast outboards to have not just for racing.

They but a rope down there tohold parts togather and a basket won't stay under those lower units :D :D :D :D :D :D :D
