"steps" are there to introduce more air under the hull and give more lift to the hull causing less drag (friction with the water, shorter running surface...). I'm by far no expert on this, but from reports by reputable sources, some manufacturers seem to have it dialed in better than others. - as far as the placement and size of the step. Most complaints tend to be handling in turns with poorly spaced or overly aggressive steps. It is also said that steps are only effective on a 30'+ boat.
Hope that explains a little. Just my limited knowledge.

A stepped hull Cigarette with lets just say 500hp's, will smoke a conventional hull with the same power.
